检测机构未统一规划
孙杰代表介绍，目前，我市拥有30多家市级及区县级食品和农产品监督检测机构，涵盖28类食品和食用农产品的各项常规检测项目。她认为，现有的食品安全检测机构繁多，隶属关系复杂，检测费用昂贵，且检测机构检验能力参差不齐。“在现行体制下无法形成优胜劣汰的竞争局势，不利于食品安全保障体系的进一步完善。”
这些问题是如何形成的?孙杰告诉记者，当前的食品安全监管体系，仅仅注重各自隶属部门检测机构的建设，没有统一的规划，造成重复建设和极大的财力、人力资源浪费，也造成一定程度的财政负担和公共资源浪费，“对于现在的检测业务而言，检测机构偏多，为了维持正常运营，检测机构只得收取较为昂贵的检测费。”
重视第三方检测机构
孙杰在议案中提出，整合和优化现有资源，最大限度地减少检测机构的重复建设和资源浪费。“由市食品安全监管机构对食品安全检验、检测机构的建设进行统一规划，整合和优化现有检测机构硬件和人才资源，着力打破部门、行业和区域界限。”
“发挥以社会力量为主导的第三方检测机构作用，推动检测机构的市场化竞争也很重要。”孙杰说，目前由事业单位转型而来的第三方独立法人检测机构，在全国检测市场中占了50%左右的市场份额，作用越来越明显。检测结论相对客观、公正，得到社会的广泛认可。她建议将这一类机构，尤其是经过市场检验的具有较强检验能力和行业影响力的检测机构，纳入食品安全保障体系建设中，形成布局合理的食品安全保障网络。
政府应建立监管机制
孙杰还建议，市食品安全监管部门优先将食品安全检测纳入政府采购管理，加大对第三方检测机构的支持和投入。“同时，也要强化对第三方检测机构的监督和管理。一方面，完善预算控制体系，规范采购程序，建立公共采购标准;另一方面，形成有效的退出机制，对于信誉差、弄虚作假、扰乱竞争秩序的检测机构，撤销其相关资质并在一定期限内禁止其从事检测行业。”
